     JS Cheung (by Andy Lau), a Superintendent in the Hong Kong Police Force's Explosive Ordnance Disposal Bureau (EOD), went undercover seven years ago in the gang headed by the most-wanted suspect Peng Hong (by Andy Lau). Cheung was successful in dismantling the gang and apprehending many thieves, including Hong's younger brother Biao. Hong, on the other hand, was on the loose and vowed to return for vengeance. After seven years, Hong begins his scheme, which involves a series of bomb attacks that have caused terror among Hong Kong residents. Cheung knows he has to put Hong behind bars to keep the peace, and he is willing to put his life on the line to battle the relentless bomber.
